On Thursday, the U.S. District Court for the Northern District of Illinois issued a per curiam opinion rejecting the claims of three groups of plaintiffs in the consolidated cases (McConchie, Contreras, and East St. Louis NAACP) against the state legislative district maps, which the legislature approved in September. The claims included allegations of racial gerrymandering and minority vote dilution in violation of Section 2 of the Voting Rights Act. The Illinois House and Senate approved new state legislative boundaries during a special session on Aug. 31. The maps revised earlier legislative redistricting plans enacted in June that were based on less detailed census data. This was done to meet the state constitution’s June 30 deadline for approving a state legislative redistricting plan. Illinois Minority Leaders Challenge State Legislative Map Drawn with Census Survey Data

On June 4, Democratic Governor J.B. Pritzker signed a state legislative district map drawn and approved by the Democratic majority in the legislature. Illinois Governor J.B. Pritzker signed into law on Tuesday a measure that would require state prisoners to be counted at their home address for redistricting beginning in 2030. Illinois joins nine other states with similar provisions, they are California, Colorado, Delaware, Maryland, Nevada, New Jersey, New York, Virginia, and Washington State.
