Campaign Legal Center Issues a Performance Review of Redistricting Commissions during the 2021 Cycle

On June 26, the Campaign Legal Center (CLC) released a report evaluating the performance of various redistricting commissions in the 2021 redistricting cycle. According to CLC, it was "based on an in-depth review of the laws and procedures that governed commissions in each state, as well as an assessment of each commission’s redistricting process. The report presents a number of case studies from the 2021 cycle, which summarize how particular commissions functioned in practice and distills general principles that can be drawn from each commission’s experience." The Efficiency Gap Visualized Through the Decades

The hottest thing in redistricting - if there is such a thing - is undoubtedly the emergence of "Efficiency Gap" analysis, and whether this measurement of how gerrymandered a map is, will receive the imprimatur of the U.S. Supreme Court.  While we wait, The Campaign Legal Center has released this report looking back through the decades to measure the efficiency gap in state legislative and congressional maps.  Their point is that partisan gerrymandering has never been more rampant and excessive than right now, but the charts show other interesting patterns as well.  Read the Report here.

Voting Rights Gets A New Scholarly Institution

Voting Rights litigators, advocates, experts and practitioners have a new resource both online and off with the newly established Voting Rights Institute at Georgetown Law. The institute was formed in partnership with the American Constitution Society and the Campaign Legal Center. Many of the stalwarts working behind the scenes in voting rights litigation came together for what many would say is a much needed destination for voting rights scholarship, a subject often lost in the larger civil rights agenda.
