Overview of 2020 Redistricting

Vermont’s at-large congressional district required no change after the 2020 census, so there has been no post-2020 congressional redistricting activity or litigation. For the state legislature, the seven-member, multi-partisan Legislative Apportionment Board drafted new House and Senate maps, which the General Assembly adopted in H.722. Governor Scott signed the bill on April 6, 2022, and without any ensuing legal challenges, the maps now govern state elections for the rest of the decade.

2020 Timeline: Legislative Maps

Aug 2021	The seven-member Legislative Apportionment Board (LAB) begins drafting House- and Senate-district proposals after receipt of 2020 census data.
Late Nov 2021	The LAB submits its final recommended House and Senate plans to the General Assembly. The plans eliminated the existing multi-member districting scheme, opting for single-member districts.
Mar 30 2022	The General Assembly passes H.722, an alternate set of maps that preserved some multi-member districts.
Apr 6 2022	Governor Phil Scott signs H.722, formally enacting the new legislative maps. No lawsuits have been filed against the maps.

Who is Responsible for Redistricting in Vermont?

The state legislature has primary responsibility for redistricting in Vermont. For legislative districts, the state constitution establishes a 7-member advisory Legislative Apportionment Board to recommend a state legislative map to the legislature. The board is appointed by the governor, the chief justice of the state supreme court, and party leaders. Board members must be active voters, but not heavily engaged in partisan politics. Vermont has only one congressional seat.
