The 13-member NJ Redistricting Commission is responsible for redrawing congressional districts, and the 10-member NJ Apportionment Commission is responsible for state legislative redistricting.

NJ Redistricting Commission Membership: Twelve members are appointed by legislative and political leaders from the State's two largest political parties, including two appointed by the President of the Senate; two by the Speaker of the General Assembly; two by the Minority Leader of the Senate; two by the Minority Leader of the General Assembly; and two members by each of the chairs of the two largest political parties. The 13th or independent member is appointed by a majority vote of the 12 members and must be a resident of the State for at least five years and cannot, during that time, have held public or party office.

NJ Apportionment Commission Membership: The State Constitution provides that the NJ Apportionment Commission is to be composed of 10 members, with five each appointed by the State chairmen of the two largest political parties. The appointments must be made with consideration given to the representation of the various geographical areas of the State. If the Commissioners cannot agree on a map, an 11th Commissioner is appointed by the Chief Justice of the New Jersey Supreme Court.

Congressional Map: The NJ Redistricting Commission must adopt a map on or before the third Tuesday of each year ending in two, or within three months after receipt of the certificate specifying the number of Representatives to which the state is entitled, whichever is later. After the 2020 census, the commission's deadline to adopt congressional districts is Tuesday, January 18, 2022.

Legislative Map:  The Apportionment Commission must adopt a redistricting plan within one month of receipt by the Governor of the census, or on or before February 1st of the year following the year in which the census is taken, whichever is later.  Because of this very tight schedule, the Census Bureau has historically sought to help the State meet its deadlines by providing census data by late January or early February. The commission completed a legislative map during the last redistricting cycle on April 3, 2011. The constitutional provisions for the Apportionment Commission were modified in 2021 to account for the census data delay. It reads in part:  when the receipt by the Governor of the official decennial census of the United States for New Jersey occurs after February 15 of the year ending in one, following the year in which the census is taken, the commission shall certify the establishment of Senate and Assembly districts and the apportionment of Senators and members of the General Assembly to the Secretary of State after the November general election of that year ending in one, but not later than March 1 of the year ending in two. The commission shall begin conducting its business upon the receipt by the Governor of the official decennial census of the United States for New Jersey, and the eleventh member of the commission shall be appointed by the Chief Justice of the Supreme Court of New Jersey within one month of the Governor's receipt of that census data.
