Last week, the Michigan State Supreme Court heard oral arguments in a case that pits redistricting reform advocates at odds with opponents about whether to allow a proposal for an independent redistricting commission on the ballot this election year that would amount to a sweeping reform of the redistricting process if approved by Michigan voters.

Under the measure, an independent panel would draw political boundaries, taking the task from legislators and severely limiting the power of the judiciary to interfere. The essential controversy as to whether the initiative should be placed on the ballot is whether it amounts to an “amendment” to the state constitution, or a “revision.” The latter, opponents of the ballot measure argue, can only be done by a constitutional convention.
