Demographer and redistricting consultant Peter A. Morrison writes this article in the Washington Post’s “In Theory” segment urging the Supreme Court to require political districts be drawn so that “eligible voters” are equally distributed across them as opposed to the general population.
Its the potential voters in a district that should be the relevant population when it comes to ensuring an equally weighted vote, according to Morrison. His view bucks the overwhelming practice in most states of using total population to draw districts.
This argument counters Nathaniel Persily’s amicus brief in the Supreme Court case considering this very issue; Evenwel v. Abbott who contends that there is no accurate way to measure eligible voters. Read the article here.
