Local Redistricting - LUCA
The Local Update of Census Addresses (LUCA) is a Census Bureau partnership program that gives tribal, state, and local governments the opportunity to review and comment on the Census Bureau's official address list prior to the decennial census. The Census Bureau relies on a complete and accurate address list to reach every living quarter and associated population for inclusion in the census, and LUCA is the primary mechanism through which local governments can ensure their community's addresses are correctly captured. Participating governments receive the Bureau's address list for their jurisdiction, can suggest additions, deletions, and corrections, and then receive address-level feedback on how their submissions were incorporated.

The list begins with program overview and training materials, for offices deciding whether and how to participate, and then moves to building and formatting a local address list, followed by the tools for comparing census block counts against local records, the step the Bureau identifies as the starting point of a LUCA review. Interactive map viewer links are listed for offices that want to see where housing has changed since 2020 before committing staff time.
